Infant mortality has commanded during recent years, and many countries have been a rapid decline in the birth rate. Additional wards are being advocated together with more concentrated energy to help the public charities. We hope the higher authorities of the Philippines will approve of the recommendation made that funds for this work be found by the special taxation of luxuries and authorized vices of life such as alcohol, cockpits, cinematograph shows, etc.
