San Francisco, April 22 – A sweeping but constructive indictment of the entire motion picture industry is registered against both producer and distributor by the motion picture survey section of the Commonwealth Club of California, in its findings made public here following a two years' study. The appointment of an independent director-general of supervision along the lines of preservation of ideals rather than along lines of rigid censorship; more attention to playwrights, scenario writers and directors are recommendations. After Edward J. Dupuy, chairman of the section, read the report at the St. Francis Hotel, Fred W. Beeson, of the Motion Picture Producers' Association, Los Angeles, representing the Motion Picture Producers and Distributors of America, of which Will H. Hays is president said: 'Most of the findings of this report are too obvious to constitute a subject for debate. The report will be welcomed by every responsible official in the motion picture world who desires a clean-up.'
